CARROLL COUNTY, Iowa — A settlement has been reached between officials with the City of Carroll and Carroll County and a woman who says she was forced to strip naked while being booked into the county jail.
In November 2024, Chloe Bandow was arrested and booked into the Carroll County Jail on charges of domestic abuse assault and assault on persons in certain occupations, according to court records. Bandow’s attorney, Dave O’Brien, says that while Bandow was being booked, a female deputy told three male officers to strip Bandow of her clothes. O’Brien also claims that the officers left Bandow naked, despite menstruating, in a cell for roughly 30 minutes before providing her with clothes and sanitary products, and later strapped her to a chair. O’Brien said that while Bandow was not completely cooperative, she posed no physical threat to the officers.
“This case represents an egregious violation of clearly established constitutional rights. Iowa law is clear. Strip searches are only lawful when conducted for legitimate safety or contraband concerns, they are to be conducted in private, and by same-sex officers. What happened here was not only unlawful — it was abusive,” O’Brien said.
On Thursday, O’Brien announced that a settlement totaling $450,000 had been reached between Bandow and the Carroll County Jail, City of Carroll, and Carroll County.
WHO 13 has reached out to the City of Carroll and Carroll County for comment about the settlement, but have not yet heard back.
Bandow received a deferred judgment for the domestic abuse charge, while the assault on persons in certain occupations charge was dropped.
