According to the Ottumwa Police Department, officers were dispatched to 1600 Stellar Avenue just before 7:30 a.m. after receiving a report that someone had been stabbed. When they arrived, officers found 20-year-old Marshaun Carlvin, of Ottumwa, with multiple stab wounds. Shafer was nowhere to be seen. Carlvin was treated at two area hospitals before he was released.

Court documents allege that Shafer and Carlvin got into a physical confrontation because Shafer believed Carlvin was talking to his girlfriend. During the altercation, Shafer pulled out a knife and stabbed the victim three times, including in the right upper arm, front abdomen, and right abdomen, according to the Criminal Complaint. Police alleged Shafer intended to kill Carlvin.

Around 2:30 p.m. the following day, officers located Shafer during a traffic stop at 1 Joe Lord Memorial Drive. A Criminal Complaint for the drug charge stated Shafer was a passenger in a vehicle that was stopped for a traffic violation. A police K9 conducted an open-air sniff and alerted to the presence of drugs, said the complaint. Officers searched the vehicle and allegedly found a small baggie containing a “crystalline substance” inside a backpack that was at Shafer’s feet. The substance tested positive for methamphetamine via a field test kit, according to the report. Shafer reportedly had multiple convictions for possession of a controlled substance, with at least one being methamphetamine.

A Temporary No Contact Order was signed by a judge on Monday and bars Shafer from contacting Carlvin. Shafer’s Preliminary Hearing is scheduled for Aug. 6 at 10 a.m.
