DES MOINES, Iowa – After years of asking for a change to the state’s no texting and driving law, law enforcement and grieving families got the news they have been waiting for on Wednesday.
The Iowa House passed the “hands-free” driving bill in a show of bipartisan support, with 84 votes for it, 11 against. The bill expands on the current language in Iowa code, where texting and driving is prohibited, but near impossible to enforce as it is legal to use your phone for navigation on Iowa roadways. The bill prohibits the use of a cell phone in any capacity, unless it is being used in a hands-free mode.
For around three years, different police entities and families who have lost loved ones due to distracted driving showed up to subcommittee and committee meetings, sharing their stories and urging lawmakers to approve the bill.
“Thanks to everyone who’s worked on this bill over the years, especially thanks to the families. Telling your story is very difficult, but it has made a difference. I do believe this legislation will save lives,” said State Representative Ann Meyer, (R) District 8 from Fort Dodge.
“I just want to thank the families who came to the subcommittees and committees on this. Their advocacy for years now is what brought us to this moment,” said State Representative Sean Bagniewski, (D) District 35 from Des Moines.
Starting on July 1, 2025 Iowa police officers will start issuing warnings for phone usage while driving. Then on January 1, 2026, officers will start handing out $100 citations for violating the law. This is an increase from current Iowa code where the fine is only $45.
After passing through the Iowa Senate just over a week ago, the bill is now headed off to Iowa Governor Kim Reynolds’ desk to sign into law.
