HUMBOLDT COUNTY, Iowa — A Rutland woman is in prison after pleading guilty to two counts of neglect of dependent people.
On May 2, the Humboldt County Sheriff’s Office was called to a home in Rutland, located along the 1800 block of Iowa Avenue, to assist Humboldt Ambulance with a call. Upon arrival, Humboldt Ambulance personnel were concerned about the living conditions at the home and believed dependents in the home to be neglected.
The HCSO opened an investigation into the incident and found evidence that a lack of care was provided to two dependent people in the home. Court records state that one of the dependents has a medical condition, which makes them unable to care for themselves and required medical treatment for a wound that was infected.

Authorities later arrested and charged 52-year-old Libby Palmer with Reckless Dependent Adult Abuse with Serious Injury, a Class D Felony, and Dependent Adult Abuse, a serious misdemeanor.
In September, Palmer pleaded guilty to both charges and was sentenced to six years in prison. Palmer was taken to the Humboldt County Jail for temporary holding and was transferred to the Iowa Women’s Prison in Mitchellville on Tuesday.
