BLACK HAWK COUNTY, Iowa — A death investigation is underway after a chase suspect died while in the custody of the Black Hawk County Sheriff’s Office on Sunday.
At around 6:55 p.m. on Sunday deputies with the Black Hawk County Sheriff’s Office received reports of a vehicle chase initiated by the Waterloo Police Department. The vehicle, identified as a 2011 white Ford Crown Victoria, was reportedly driving over 90 mph while going northbound in the southbound lanes of travel along Logan Avenue, also known as Highway 63.
According to the DCI, at one point during the chase the run vehicle hit an uninvolved vehicle and continued to flee. Waterloo officers terminated the pursuit due to the danger of it being within city limits, the DCI said.
A Black Hawk County deputy spotted the Crown Victoria traveling on Cedar Wapsi Road, north of Waterloo city limits, at around 7:16 p.m. The DCI said the deputy attempted to stop the vehicle, but the vehicle sped off. A pursuit ensued for about nine miles, at speeds again over 90 mph, before the vehicle was disabled with stop sticks deployed by a deputy with the Bremer County Sheriff’s Office.

When the vehicle was stopped the driver, identified as 42-year-old Willie Earl Washington of Waterloo, was removed and taken into custody. According to the DCI, while Washington was handcuffed and on the ground he became unresponsive. Despite life-saving efforts, including CPR, Washington later died, the DCI said.
The Black Hawk County Sheriff’s Office requested the assistance of the DCI in investigating Washington’s death. An autopsy is scheduled for Tuesday at the Iowa State Medical Examiner’s Office. Results from the autopsy will then be forwarded to the Bremer County Attorney’s Office for review.
